Navy Nuclear Aircraft Carrier (CVN) Homeporting at Mayport: Background and Issues for Congress

The Navy’s five Atlantic Fleet nuclear powered aircraft carriers (CVNs) are all homeported at Norfolk, VA. The Navy wants to establish a second Atlantic Fleet CVN home port by homeporting a CVN at Mayport, FL. Navy plans call for having Mayport ready to homeport a CVN in 2019. Transferring a CVN from Norfolk to Mayport would shift from Norfolk to Mayport the local economic activity associated with homeporting a CVN, which some sources estimate as being worth hundreds of millions of dollars per year.

The Navy’s proposed FY2012 budget requests $14.998 million in military construction (MilCon) funding for the Massey Avenue Corridor Improvements project, a roadway construction project that is part of the Navy’s plan for establishing a CVN home port at Mayport. In addition, the Navy states that of the $84.36 million in funding requested by the Navy for FY2012 for MilCon planning and design activities, about $2 million is requested for the project to establish a CVN home port at Mayport.

The Navy’s proposal to homeport a CVN at Mayport is an issue of strong interest to certain Members of Congress from Florida and Virginia. Certain Members of Congress from Florida have expressed support for the Navy’s proposal to homeport a CVN at Mayport, arguing (as do DOD and the Navy) that the benefits in terms of mitigating risks to the Navy’s Atlantic Fleet CVNs are worth the costs associated with moving a CVN to Mayport. Certain Members of Congress from Virginia have expressed skepticism regarding, or opposition to, the proposal, arguing that the benefits in terms of mitigating risks to the Navy’s Atlantic Fleet CVNs are questionable or uncertain, and that the funding needed to implement the proposal could achieve greater benefits if it were spent on other Navy priorities.

A March 2011 Government Accountability Office (GAO) report on the Navy’s proposal to homeport a CVN at Mayport stated:

GAO’s independent cost estimate suggests that the total one-time cost of homeporting a nuclear-powered aircraft carrier at Naval Station Mayport is expected to be between $258.7 million and $356.0 million, in base year 2010 dollars. The Navy’s estimate of the one-time cost is $537.6 million—also in base year 2010 dollars—which is outside the upper range of GAO’s estimate…. For recurring costs, GAO’s independent cost estimate suggests that the total is expected to be between $9.0 million and $17.6 million per year. The Navy’s estimate of $15.3 million per year is within GAO’s estimated range.
In October 21, 2011, letters to three Members of Congress from Florida, and in letters of the same date to six Members of Congress from Virginia, Admiral Jonathan Greenert, the Chief of Naval Operations, commented on the issue of homeporting a CVN at Mayport in the context of the ongoing Department of Defense strategic and budget reviews.

Coast Guard Polar Icebreaker Modernization: Background, Issues, and Options for Congress

Coast Guard polar icebreakers perform a variety of missions supporting U.S. interests in polar regions. The Coast Guard’s two heavy polar icebreakers—Polar Star and Polar Sea—have exceeded their intended 30-year service lives, and neither is currently in operational condition. The Polar Star was placed in caretaker status on July 1, 2006. Congress in FY2009 and FY2010 provided funding to repair Polar Star and return it to service for 7 to 10 years; the Coast Guard expects the reactivation project to be completed in December 2012. On June 25, 2010, the Coast Guard announced that Polar Sea had suffered an unexpected engine casualty; the ship has been unavailable for operation since then. The Coast Guard placed Polar Sea in commissioned, inactive status on October 14, 2011.

The Coast Guard’s third polar icebreaker—Healy—entered service in 2000. Compared to Polar Star and Polar Sea, Healy has less icebreaking capability (it is considered a medium polar icebreaker), but more capability for supporting scientific research. The ship is used primarily for supporting scientific research in the Arctic.

The Coast Guard’s FY2012 budget proposes decommissioning Polar Sea in FY2011 and transitioning its crew to the reactivated Polar Star. The resulting U.S. polar icebreaking fleet would consist of one heavy polar icebreaker (Polar Star) and one medium polar icebreaker (Healy). The Coast Guard is transferring certain major equipment from Polar Sea to Polar Star to facilitate Polar Star’s return to service.

In July 2011, the Coast Guard provided to Congress a study on the Coast Guard’s missions and capabilities for operations in high-latitude (i.e., polar) areas. The study, commonly known as the High Latitude Study and dated July 2010 on its cover, concluded the following: “The Coast Guard requires three heavy and three medium icebreakers to fulfill its statutory missions. The Coast Guard requires six heavy and four medium icebreakers to fulfill its statutory missions and maintain the continuous presence requirements of the [2010] Naval Operations Concept. Applying non-material alternatives for crewing and homeporting reduces the overall requirement to four heavy and two medium icebreakers.”

Following any decision to design and build one or more new polar icebreakers, the first replacement polar icebreaker might enter service in 8 to 10 years. The Coast Guard estimated in February 2008 that new replacement ships might cost $800 million to $925 million each in 2008 dollars, and that the alternative of extending the service lives of Polar Sea and Polar Star for 25 years might cost about $400 million per ship. In August 2010, the Commandant of the Coast Guard, Admiral Robert Papp, reportedly estimated the cost of extending their lives at about $500 million per ship.

Potential issues for Congress regarding Coast Guard polar icebreaker modernization include the potential impact on U.S. polar missions of the United States currently having no operational heavy polar icebreakers; the absence of an announced firm acquisition plan for replacing Polar Star upon completion of its 7- to 10-year post-reactivation service life; the disposition of Polar Sea; the numbers and capabilities of polar icebreakers the Coast Guard will need in the future; whether to provide these icebreakers through construction of new ships or service life extensions of existing polar icebreakers; and whether new ships should be funded entirely in the Coast Guard budget, or partly or entirely in some other part of the federal budget, such as the Department of Defense (DOD) budget, the National Science Foundation (NSF) budget, or both.

Navy Aegis Ballistic Missile Defense (BMD) Program: Background and Issues for Congress

The Aegis ballistic missile defense (BMD) program, which is carried out by the Missile Defense Agency (MDA) and the Navy, gives Navy Aegis cruisers and destroyers a capability for conducting BMD operations. Under MDA and Navy plans, the number of BMD-capable Navy Aegis ships is scheduled to grow from 23 at the end of FY2011 to 41 at the end of FY2016, and the cumulative number of SM-3 Aegis BMD interceptor missiles delivered to the Navy is scheduled to grow from 111 at the end of FY2011 to 341 at the end of FY2016.

Under the Administration’s European Phased Adaptive Approach (EPAA) for European BMD operations, BMD-capable Aegis ships have begun operating in European waters to defend Europe from potential ballistic missile attacks from countries such as Iran. On October 5, 2011, the United States, Spain, and NATO jointly announced that, as part of the EPAA, four BMD-capable Aegis ships are to be forward-homeported (i.e., based) at Rota, Spain, beginning in 2014. BMDcapable Aegis ships also operate in the Western Pacific and the Persian Gulf to provide regional defense against potential ballistic missile attacks from countries such as North Korea and Iran.

The Aegis BMD program is funded mostly through MDA’s budget. The Navy’s budget provides additional funding for BMD-related efforts. MDA’s proposed FY2012 budget requests a total of $2,380.3 million in procurement and research and development funding for Aegis BMD efforts, including funding for Aegis Ashore sites that are to be part of the EPAA.

Some observers are concerned—particularly in light of the EPAA—that demands from U.S. regional military commanders for BMD-capable Aegis ships are growing faster than the number of BMD-capable Aegis ships. They are also concerned that demands from U.S. regional military commanders for Aegis ships for conducting BMD operations could strain the Navy’s ability to provide regional military commanders with Aegis ships for performing non-BMD missions.

Issues for Congress include demands for BMD-capable Aegis ships, demands for Aegis ships in general, the U.S. economic impact of shifting four Aegis ships to Rota, Spain, U.S. vs. European naval contributions to European BMD, the capability of the SM-3 Block IIB Aegis BMD interceptor, and technical risk in the Aegis program.

Navy Littoral Combat Ship (LCS) Program: Background, Issues, and Options for Congress

The Littoral Combat Ship (LCS) is a relatively inexpensive Navy surface combatant equipped with modular “plug-and-fight” mission packages. The Navy wants to field a force of 55 LCSs.

The first two LCSs (LCS-1 and LCS-2) were procured in FY2005 and FY2006 and were commissioned into service on November 8, 2008, and January 16, 2010, respectively. Six more (LCSs 3 through 8) were procured in FY2009-FY2011 at a rate of two ships per year; these ships are now under construction.

The Navy’s proposed FY2012 budget requests funding to procure four more LCSs (hulls 9 through 12). Navy plans call for procuring an additional 15 LCSs in FY2013-FY2016 in annual quantities of 4-4-4-3.

There are two very different LCS designs—one developed and produced by an industry team led by Lockheed, and another developed and produced by an industry team led by General Dynamics. The Lockheed design is built at the Marinette Marine shipyard at Marinette, WI; the General Dynamics design is built at the Austal USA shipyard at Mobile, AL.

On November 3, 2010, the Navy notified congressional offices that it was prepared to implement a dual-award acquisition strategy under which the Navy would award each LCS builder a 10-ship block buy contract for the six-year period FY2010-FY2015. The Navy needed additional legislative authority from Congress to implement the dual-award strategy. Congress granted the authority in Section 150 of H.R. 3082/P.L. 111-322 of December 22, 2010. On December 29, 2010, the Navy implemented the dual-award strategy, awarding a 10-ship, fixed-price incentive (FPI) block-buy contract to Lockheed, and another 10-ship, FPI block-buy contract to Austal USA. LCSs 5 through 8 are the first four LCSs executed under the two block-buy contracts.

Current issues for Congress concerning the LCS program include the Navy’s lack of economic order quantity (EOQ) authority for executing the two block-buy contracts, changes or potential changes to the composition of LCS mission modules, the combat survivability of the LCS, hull cracking on LCS-1, and corrosion on LCS-2.

China Naval Modernization: Implications for U.S. Navy Capabilities—Background and Issues for Congress

The question of how the United States should respond to China’s military modernization effort, including its naval modernization effort, has emerged as a key issue in U.S. defense planning. Admiral Michael Mullen, the then-Chairman of the Joints Chiefs of Staff, stated in June 2010 that “I have moved from being curious to being genuinely concerned” about China’s military programs. The question of how the United States should respond to China’s military modernization effort is of particular importance to the U.S. Navy, because many U.S. military programs for countering improved Chinese military forces would fall within the Navy’s budget.

Decisions that Congress and the executive branch make regarding U.S. Navy programs for countering improved Chinese maritime military capabilities could affect the likelihood or possible outcome of a potential U.S.-Chinese military conflict in the Pacific over Taiwan or some other issue. Some observers consider such a conflict to be very unlikely, in part because of significant U.S.-Chinese economic linkages and the tremendous damage that such a conflict could cause on both sides. In the absence of such a conflict, however, the U.S.-Chinese military balance in the Pacific could nevertheless influence day-to-day choices made by other Pacific countries, including choices on whether to align their policies more closely with China or the United States. In this sense, decisions that Congress and the executive branch make regarding U.S. Navy programs for countering improved Chinese maritime military forces could influence the political evolution of the Pacific, which in turn could affect the ability of the United States to pursue goals relating to various policy issues, both in the Pacific and elsewhere.

China’s naval modernization effort, which began in the 1990s, encompasses a broad array of weapon acquisition programs, including anti-ship ballistic missiles (ASBMs), submarines, and surface ships. China’s naval modernization effort also includes reforms and improvements in maintenance and logistics, naval doctrine, personnel quality, education, training, and exercises.

Observers believe that the near-term focus of China’s military modernization effort has been to develop military options for addressing the situation with Taiwan. Consistent with this goal, observers believe that China wants its military to be capable of acting as a so-called anti-access force—a force that can deter U.S. intervention in a conflict involving Taiwan, or failing that, delay the arrival or reduce the effectiveness of intervening U.S. naval and air forces. Observers believe that China’s military modernization effort, including its naval modernization effort, is increasingly oriented toward pursuing additional goals, such as asserting or defending China’s territorial claims in the South China Sea and East China Sea; enforcing China’s view—a minority view among world nations—that it has the right to regulate foreign military activities in its 200- mile maritime exclusive economic zone (EEZ); protecting China’s sea lines of communications; protecting and evacuating Chinese nationals living and working in foreign countries; displacing U.S. influence in the Pacific; and asserting China’s status as a major world power.

Potential oversight issues for Congress include the following: whether, in the context of anticipated reductions in planned levels of defense spending, the U.S. Navy in coming years will be large enough to adequately counter improved Chinese maritime anti-access forces while also adequately performing other missions of interest to U.S. policymakers around the world; the Navy’s ability to counter Chinese ASBMs and submarines; and whether the Navy, in response to China’s maritime anti-access capabilities, should shift over time to a more distributed fleet architecture.
